I have my own views as to why this is.

I wonder how others see this.

4. Well, there's an unspoken subtext to those comments.

Said unspoken subtext being '...for a n-----' (which is perhaps a bit...harsh, but that's what it comes down to, even if the peole saying it wouldn't *consciously* use that epithet).

It's a Suthrun thing. You can call a guy a sunumabich, as long as you tack on "bless his heart."

maybe that he's articulate, charismatic and well-spoken -- especially when compared to his predecessor. The contrast is so stark, that people are compelled to comment.

10. My post was inspiried by a back bench AZ repubican on teevee today .....

.... but it is very commonly heard.

Also, context matters. Biden clearly intended no harm. When repubicans do it, they're far more suspect as to motives.
