Texas government employees have a union? |

I read today that Texas government employees belong to a union. This was very surprising to me considering how red that state is.... as well as the fact it is a right to work state.
Can anyone with experience in Texas provide some information on this? What departments in Texas government are union? Are offices that extend around the state union? (for example, drivers licenses offices) Or is it just primary offices in the capital/major cities?
Does the union actually have any "power" in that state, or is it for show?
I just find this very interesting for Texas of all places.

And while it is tough to organize in a "Right" to work state it is possible. I belong to CWA local 6171. We may not have the power of our sisters and brothers in the North East we are better off because of our union. I imagine that the same is true for my sisters and brothers who work in the state government.
I know that Texas will return to its Democratic roots- I just hope I live to see it (I'm just shy of sixty).
