They obviously aren't doing their jobs well enough. For their poor performance they should either be shut down completely, or they should fire everybody - the chief and all the officers. Or I suppose another option would be to privatize the station - bring in a corporation to run it more efficiently.
I wonder how that would play in Rhode Island?

The rich neighborhoods could care less if the poor people are blowing each other away, but I guarantee the rich neighborhoods have enough cops to take care of the criminals that dare come into their neighborhood.
