I don't know what that means, but that's what I keep getting whenever I ask the people who blame Obama for everything what he could specifically do to pass a public option.

It is a political kamikaze mission which irreparably harms Senate precedent.
But it can be done if a majority thinks it's worth it.

I believe that Reconciliation bills have to start in the house since they are all budget related.

After the House passes the original Senate bill, they then pass the reconciliation bill with fixes. Thus, it is her choice to include the PO in it or not.
