Could we not simply reinstate the regulations that were done away with from 99 to 08? At least as a temporary fix ?

The short-sale uptick rule worked when stocks traded in increments of 1/8th of a dollar. Today they trade in 1 cent increments.
and
We have now entered into treaties which the old Glass Steagall Act would violate.
