Duncan ED Budget: Segregation Wins 2-1

One of the top priorities of the oligarchs in charge at ED is the viral spread of apartheid corporate charter schools like KIPP and the KIPP knock-offs. The RTTT bribe machine has had a significant impact toward this end, as noted here by the drooling corporationists at the NAPCS:

". . . .Whatever his wins and losses in other areas, there’s no question that Obama and his Ed Sec Arne Duncan have shifted the terms of debate on ed policy – and moved charters into the center ring of reform. We’ve seen a lot of press about charter cap-lifts but that’s only part of the story. Duncan’s personal commitment to charter growth and accountability – and sometimes his direct intervention -- have combined with the dollar clout of RTTT to produce a number of gains (and avoidance of losses). Here’s a partial list:

Connecticut: Successfully defeated budget cuts to charters proposed by the governor (2009).

Delaware: An existing moratorium was allowed to lapse (2009)...etc."



And that was just Round 1 of the bribes. Imagine the possibilities!


Now entirely unmentioned and unrewarded in RTTT are any incentives or bribes to encourage states or cities to counter the resegregation of public schools, which continues at a accelerating pace proportionate to the spread of the segregative corporate charters that the Duncan agenda puts front and center.

And if RTTT does not have enough segregative "incents" for you, there's plenty more in the ED budget, itself (click to expand page at left).

As a sop to the old school civil rights advocates, and as an expression of the policy schizophrenia that results when conscience has become corporate, there is $100 million thrown in for school systems that continue to operate under desegregation orders from the 70s? Remember desegregation orders? Remember desegregation?

Charter schools' growth promoting segregation, studies say

A UCLA study is one of two finding that the increasingly popular campuses skew toward racially separate student bodies. Charter advocates criticize the reports.

February 04, 2010|By Howard BlumeThe growth of charter schools has promoted segregation both in California and nationwide, increasing the odds that black, Latino and white students will attend class with fewer children who look different from themselves, according to two new studies.

The trend toward segregation was especially notable for African American students. Nationally, 70% of black charter students attend schools where at least 90% of students are minorities. That's double the figure for traditional public schools. The typical black charter-school student attends a campus where nearly three in four students also are black, researchers with the Civil Rights Project at UCLA said Thursday.

The other researchers also focused on economic segregation, looking at private companies that manage schools, in most cases charters. The enrollments at most of these campuses exacerbated income extremes, they concluded. Charters tended to serve higher-income students or lower-income students. Charters also were likely to serve fewer disabled students and fewer English learners. This report, soon to be officially released, was developed by education policy centers at the University of Colorado at Boulder and Arizona State University.

and Latino students in charter schools were enrolled in intensely segregated minority schools at much

Similar to above, where we saw higher percentage of charter students in segregated minority schools in North Carolina’s metropolitan areas, in two metros with at least a dozen charter schools, higher
percentages of charter students enrolled in segregated White schools as well.

During 2007-08, White students experienced higher isolation in charter schools than in public schools in North Carolina. Whites also had a lower exposure to minorities in charter schools (14% to Blacks and 3% to Latinos) than in traditional public schools.
