Bush Directive Increases Sway on Regulation


WASHINGTON, Jan. 29 — President Bush has signed a directive that gives the White House much greater control over the rules and policy statements that the government develops to protect public health, safety, the environment, civil rights and privacy.

In an executive order published last week in the Federal Register, Mr. Bush said that each agency must have a regulatory policy office run by a political appointee, to supervise the development of rules and documents providing guidance to regulated industries. The White House will thus have a gatekeeper in each agency to analyze the costs and the benefits of new rules and to make sure the agencies carry out the president’s priorities.

This strengthens the hand of the White House in shaping rules that have, in the past, often been generated by civil servants and scientific experts. It suggests that the administration still has ways to exert its power after the takeover of Congress by the Democrats.

2. The worst part. Bush is not saying this..he's agreeing all right, but his puppeteers are hard at
work, explaining to the frat boy all the benefits of removing any vestige of Constitutional power sharing between executive, legislative and judicial branches.

"That's right, George, if you take over regulatory agencies, you can do whatever you want. And, we'll still be your best friends, admiring your macho swaggering, even if the rest of the world despises you. C'mon, just sign here, history will love you, we promise."

He's gleefully signing off, since the only people to whom he still has relevance is the cabal. He can't prance on aircraft carriers and has to go to the far reaches of Southern states to appear before audiences that are less than disgusted by him.

This directive and the Plame trial should be front and center all over the Greatest Page today. Shine the light. K & R.
