He is not bright, but he is cunning and sly. He is also malevolent. One of the nicknames I heard him called when he was in office was "Sliver spoon Sociopath." It fits.

A Sociopath is a person who has no sense of moral obligation whatsoever and for want of a better word no conscience. In their worlds they are the only flesh and blood humans. Everyone else is a cardboard cutout who can be ignored unless they are useful. That fits Bush to a T.

And then the retired news reporter in me starts wondering about the editor who first saw this headline come across the desk, or the reporter who wrote it, and what kind of levity happened in that newsroom - or if it even occurred to them in the first place!!!!! I have such a dirty mind that I can't help it - that's the first place I go! Pretty twisted, I admit. I used to LOVE newsroom gallows humor. That's one of the things I miss most about not working in news anymore. The jokes always started almost immediately, no matter what the story was, and man were they tacky!
