The companies that I've studied have bad debt ranging from 20-30% of total fee revenue. Also, payday loan companies typcially return 9% above the weighted average cost of capital... hardly excessive.

It costs more than that to pay the clerk to make the transaction.

What to clamp down is allowing people to roll-over the amount, which is how they start sinking deeper, making it a long-term high-interest loan instead of money to tide them over to pay day.
