Brent and Kelly King, parents of murdered teenage girl Chelsea King, are now proposing tougher sex offender laws under the honorary title "Chelsea's Law" as the
Associated Press reports. State Assemblymember Nathan Fletcher, Republican of San Diego, plans to introduce Chelsea's Law to the state legislature next month.

The Kings also want to see changes in federal law. If that fails, they intend to work state-by-state for heightened electronic monitoring and other measures targeting sex offenders such as the one charged with the murder of their daughter.
Fletcher appeared Tuesday with the Kings at a news conference and spoke only in broad outlines about the proposed legislation. He said it would include "an effective one-strike provision" to send predators to jail, changes to the parole system and closer monitoring of sex offenders.
Fletcher said he was also considering the possibility of lifetime parole with Global Positioning System monitoring for sex offenders and having parole violators go before the Board of Parole instead of lower-level corrections officials.
Convicted child molester John Albert Gardner III is the suspect in King's death. Gardner served prison time from 2000-2005 and parole from 2005-2008; despite parole violations (including living near a school) he never returned to prison. Gardner also plea bargained 25 years away from his sentencing despite a psychiatrist's objections. Think about Phillip Garrido, who held Jaycee Dugard in captivity for 18 years, too...Garrido nearly got away with it despite a brief prison stay in 1993 and a few encounters with cops/parole officers.
