Police: Man plotted attack

WOODSFIELD - Search warrants executed this week in Monroe County led to the arrest of one man and the discovery of a cache of modified firearms and improvised explosives.

According to the Monroe County Sheriff's Office, Charles L. Russell, 50, of 37468 Wolf Pen Road, Wayne Township, was arrested Tuesday on five counts of illegal manufacture or process of explosives, second-degree felonies, and four counts of unlawful possession of dangerous ordnance, fifth-degree felonies.

Russell is being held in the Noble County Jail on a $300,000 bond.

The investigation was based on information from an informant that a government facility was a potential bomb target, said sheriff's Lt. Tracy Truax. He said he could not disclose which building, but said it is located in Woodsfield.
