...but your WaPo link has more detail. Earlier the RNC was just saying "It wasn't Steele, he didn;t know about it, he disapproves, and they have asked for the money back."

There were more than a few times that I found myself at bars with the boss doing business entertainment. He'd have me put it on my expense report so he could sign off. Otherwise, his report with the charges would get kicked upstairs. This is SOP in business. I'm betting Steele did the same thing. A mid-level, non-committee staffer doesn't do up something like this without the explicit approval of his superiors.
