A question of trust: Police problems mount in Vermont

A Rutland police officer who used a pepper-ball riot-control gun to subdue an unruly prisoner as the person stood shackled in a police department holding cell New Year’s Day will be the subject of a criminal investigation, state Attorney General William Sorrell said last week.

“We have asked the state police to conduct an investigation,” Sorrell said.

The incident was captured on video by a surveillance camera inside the holding-cell facility and obtained by the Rutland Herald. In the video, the prisoner, Jamek Hart, 24, can be seen falling to the floor and screaming after being hit at close range by the paint-ball-like projectiles.
