Nugent said that after touring the jail buildings he decided that they needed too much maintenance and repair work to take on the task at this time.
"The county jail facility is deteriorating to a point that, regardless of who is operating the jail, some significant repairs and improvements must occur very soon," Nugent said in a news release. "According to (Corrections Corporation of America, the private company that operates the jail), they have made the county aware, on many occasions, that numerous repairs are needed.''

Nugent's early impressions were that he could operate the jail, run by CCA for 22 years, better and at less expense, at a time when the county has been looking for ways to save tax dollars.
But CCA officials have argued that their massive buying power for tens of thousands of inmates and employees nationwide has created an efficiency of scale and savings that Nugent couldn't duplicate.
