How are state pre-existing plans affected under the new health care law

How are state pre-existing plans affected under the new health care law

My understanding is within 3 months of the bill being signed $5 billion a year will go to state pre-existing plans, or to help states set up their own pre-existing plans.

However, do any of the tax credits or subsidies that go into effect in 2014 apply to those who join the state pre-existing plans?

What if you are looking for work across state lines, do the plans have any federal transferability across state lines, or if you live in Vermont and want to move to NH to work, you cannot take the insurance with you?
