7. Only those who have been unemplooyed for more than 99 weeks are the 99'ers
With the unemployment extensions the government has enacted over the past couple years, an individual who looks for work can receive unemployment benefits for up to 99 weeks. After being unable to find work after more than 99 weeks of receiving unemployment benefits, such an individual can no longer receive unemployment benefits - thus the 99'er moniker.
