Sharon Angle got her start that way. On a school board. A Christian extremist footsoldier, holed up like a sleeper cell until this race.

There are many such sleeper cell candidates and potential candidates out there, just patiently waiting.

Watch those downballot races.

I knew then we were looking at serious trouble.

3. I've often heard Dems say they vote for Repubes on the local level

And have seen evidence when canvasing door to door.

Unfortunately some of those local yokels continue and become national yokels.

4. IIRC this was Pat Robertson's idea

It also is part of the dominionist seven mountains strategy.
