4. It's not so much slow learners, as it is the powers that be

holding on to their almighty dollars. There are enough peacemaker/workers to solve any of these problems. Funding them is the problem. Eventually the problem will be sitting in everyone's backyard, and no one will be able to ignore the floods or the stench. Sorry, I didn't mean to be a downer.
