Almost like they are dog whistle-ling their racist base to remind them. There never seems to be a real black/white race issue underneath the free "publicity on race".

it's as simple as that. It worked for Nixon and Reagan, one stood on a racist law and order platform the other blamed "welfare queens" for the countries troubles. It plays well with racist independents who aren't political followers except for the last few weeks of an election cycle.
