If the House impeached everyone possible, but the Senate didn't hold
the hearing yet (they have the right to set their own schedule, rules per the Constitution) then no one could be pardoned by the "Decider in Chief" (the one Constitutional restriction to his ability to pardon is involving those under impeachment)

So impeach Abu Gonzales so he can't be pardoned. Then put him under subpoena/oath and wring him out during hearings. His attitude may change if he doesn't think that there's a blanket "get out of jail" free card involved.

Then do the same to the next one, and so on. But if the whole criminal cabal (mis)Administration were impeached, then W couldn't issue any pardons for them - and we could sit back and enjoy the elephant stampede to get immunity in exchange for turning on everyone else.

1. Interesting idea
but you might want to read that whole 5th Amendment prohibition against compelled self incrimination, again. Put them under oath, and they'll just invoke the 5th.
