2. I don't understand what you are reading into the photo..
Common setup for plumbing when there are 2 water sources and one drain. It is still shocking to see a photo like this, though.

4. Waste water drain for both enters the wall between the two. Gravity
would not allow water to flow from the left fountain if it were as you say.
