Yes, it has left the state strapped for education money, but it prevents, for now, a further assault on education that RTTT brings in.

And they're already giving a ton of support to charters. Not sure if this is really going to have any impact for the school system...

We already have top-ranked school systems in many parts of this state.

Not financial, but quality-wise. Instead of offering this money so all states can improve, Arne is dangling it only in front of those that are willing to do it his way: teach to the test, and charterize everything that isn't nailed down.
