Is it "310 million tits" or "125 million teats"?

Isn't it funny how history repeats itself?

During the Great Depression, H. L. Mencken criticized the then current government policies as a "milch-cow with 125 million teats".

Now, in the midst of our great Recession, Alan Simpson has criticized Social Security as a "milk cow with 310 million tits."

I can only wonder if Alan thought he was being clever by paraphrasing Mencken, or if he made it up all on his own.
