Why can't we do this with the Bush taxcuts expiration?

Why can't we do this with the Bush taxcuts expiration?

Break it up into two bills.

Have one bill (the first one) to preserve the taxcuts for the individuals and groups making less than $200/250 (respectively) a year. Dare Republicans to oppose it.

It will pass and Obama will sign it.

Then have a second bill right after you vote on the first one to keep the Bush taxcuts for the wealthy. The DLCers and other scardeycrats will do what they feel they have to do to--I think, erroneously--buy themselves election year political cover, and along with a unified GOP vote, that bill might pass too.

Then Obama can veto it, which would be in keeping with what a consistent majority of the American people favor.

In fact, this might be a better approach because it allows us to distinguish between the part that keeps taxes down for working folks, and the part that is just a giveaway to the rich. On the other hand if the whole tax bill is wrapped up in one package, that makes it a lot easier for the other side to frame the debate on their terms.

Anyway, that is my idea. Don't pee in my Wheaties.

2. Wouldn't a well-meaning republican amend the first bill to include the tax cut
extension for the wealthy, forcing Congress to preserve the cuts for everyone?
