whenever an American politician wants to look tough, he or she beats up on Latin America.

funny, tho, since South America has told the IMF to go fuck itself, gotten rid of Pinochet (America's favored dictator), engaged in truth hearings into the torture and murder of dissidents... those nations are doing much better.

Personally, I think the U.S. is too stupid to have anything to say about any other nation's policies. Just look at what passes for good governance here.
