Something to think about re unemployment benefits
Unemployment benefits are dependent upon past employment. When we understand this then we must see that there may be many college graduates that are not counted on the rolls of the unemployed because they may not have had worked or they may not have earned enough to qualify for benefits.

And also we must understand that if these students do qualify for less than the maximum 26 weeks of benefits, then this would not allow them to earn enough to draw the extended benefits. States will pay benefits at a lesser amount of weeks for people who do not earn enough to qualify for the maximum 26 weeks.

So a person who has drawn out all their short benefits would not be elligible for the extended benefits from the government.

And then there are those who have had their hours reduced and desire full time or second jobs who are not counted on the rolls of the under employed.

So the number of unemployed is low as in the past. the government does not care to get a real head count.

1. yes, the unemployment numbers are basically fiction
new claims is all they really count...

kind of like using the numbers of houses sold to judge how many people are homeless... not much of a meaningful correlation.

2. The BLS unemployment rate is based on a household survey
and not unemployment claims for compensation. While the BLS survey may in fact under report, it does not do so in the way you think it does. I've made the same mistake as you.
