We have the tools, but the pay is not there, the funding is not there, and you keep blaming the wrong people.

Yes reforms are needed, but Jesus age... by the time you are done, the school system will be mostly privatized, because gee we don't want to build or reform a real public system, or invest on it. But watch, nobody will challenge him on that little factoid.
