2. State Democrats too stupid to pass IRV...
They'd rather pressure the Greens to stay off the ballot than create a system that prevents vote splitting and locks out the GOP from unfairly usurping power.

What a clusterfuck. If it holds, it means Alexi Giannoulias might end up being Senator from November until January, and then Mark Kirk would be Senator for the full 6 year term.
