Could the rest of the Rust Belt go the way of West Virigina
West Virginia was once reliably Democrat. Now the electorate there is old and white. Not a lot of young college grads moving into Michigan or Ohio but still a large black population.

1. No and because of the reason you mentioned...
WV is 96% white. It's one of the whitest states in the country. No rust belt state even comes close to being that demographically lopsided.
