A person who had adopted a pet from Stickney's Toy Breed and Retirement told Gage County officials that the dog was sick and the shelter was filthy.

Chief deputy county attorney Rick Schreiner said Tuesday that "the ammonia levels were high so you could hardly breathe."

Owner Mary Stickney says she saved the dogs from puppy mills. She blamed authorities for keeping her from cleaning up the mess.

4. Sounds like good intentions gone awry, and unfortunately the dogs are the ones suffering.
Off topic a bit: It's a constant battle to flag breeders on Craigslist. I am appalled that people are still breeding pit bulls. A look at any particular shelter/rescue will yield a huge percentage of pit bull mixes (also chihuahua mixes which are often butt ugly dogs).
