Manufacturing industry the reason health care was reformed?

Some say that the only reason that a reform of the dysfunctional and immoral health care system was because one large and powerful sector of concentrated capital, the manufacturing industry, were complaining that the health care system was making them uncompetitive. So the notion is that it doesn't matter how much support a health care reform has with the people. What matters is what big business think, and if certain sectors among concentrated capital complains, then there is room for action.
