An olive branch to the GOP to not savage the EPA's budget?

Seriously, I'm trying to find a reasonable (if not palatable) explanation.

One of the Obama administration’s most aggressive officials on global warming regulations is stepping down from her post at the Environmental Protection Agency.

Lisa Heinzerling, the head of EPA’s policy office, will return to her position as a Georgetown University law professor at the end of the year, said EPA spokesman Brendan Gilfillan

Within EPA, Heinzerling is one of the more dogmatic proponents of regulating greenhouse gases to the maximum extent possible under the Clean Air Act.

2. I can't believe it's not election related

Let's face it, the WH is politically savvy enough (axelrod, et al) to know that anything that happens in the next month will be narratively tied to the election.

So if this ISN'T tied to the election why do it in a way that it would appear to be tied to the election?

Did she jump or was she pushed?

I guess the real test is who will be the replacement. At least its not a senate-confirmed position.
