It was Republicans. I mean the people, not just their politicians.
The people writing and selling the bad mortgages, trading the toxic mortgage based securities, running the corporations and financial institutions that were bailed out. Tell me that 90 plus percent of those people aren't Republicans! Maybe the laws, or lack thereof, or lack of enforcement, allowed them to screw us, but they didn't have to.
I don't know if this angle makes that much of a difference in talking to people, but it might work better than blaming Bush.
I know a woman that was run out of her job at Countrywide, for refusing to approve a mortgage. A guy claiming to be a landscape contractor applied for a $250,000 mortgage. He had his lawn mower in the back of his truck. She said no way was he going to be able to make the payments. She got a lecture from the boss about not having the "Countrywide spirit" and was cut off from any more decent prospects and had to quit.

it goes beyond policies. There are TW personality traits that are emerging - followers.
