What is the proper Constitutional way to deal with American citizens abroad threatening harm ?

2. As I understand it, the government has the option of seeking to have US overseas criminals returned

But that they're not really required to try and get the punishment venue moved back stateside. If a US citizen breaks a foreign law and we don't want him, there's really no reason to try and bring them back or get them out. I'm assuming, of course, that the nature of the "threat to do harm" is serious enough to have broken some other country's laws--not just a matter of someone saying "I'm oughta kick your ass," over some drunken insult.
