I think they need something like 14 votes out of 18 for a recommendation.
(The stuff yesterday was the two chairmen mouthing off, not formal recommendations of the commission.)
Maybe nothing controversial got 14 votes. Maybe the commission's recommendations will be limited to some stuff about how ice cream is tasty (in moderation), we thank our boys and girls fighting overseas for their service and "The deficit is too damn high."
