DUI Offenders Keep Licenses When Officers Miss Hearings
ST. CLOUD, Fla. -- At the intersection of US-192 and Nacoosseee Road, balloons floated up into the sky as Jacob Messina's family watched in silence with tears running down their faces.
Every October, Jacob's family gathers at the site of his death to celebrate his birthday. Jacob would have been 5 years old this year, but his life was cut short when a drunken driver ran a red light and slammed into his mother Angela's car.
"I knew right then, he had been killed," said Messina as she recounted the 2008 Labor Day weekend accident that took her son's life.
Michael Mulligan, a repeat DUI offender, slammed into the Messinas while driving drunk again. It was the fifth time Mulligan was caught driving drunk, but he still had an active driver's license.
