1. In all honesty, if you live in a white Congressional District, then no, you don't count.

The White parts of the South are solidly Republican and will remain
that way for the foreseeable future, until poor white folks realize
that the GOP is using them. And you would know better than I
do when (or even "if") that will ever happen, but with all the damage
that Republicans have done to education and with their almost-total
control of the media, I don't expect folks to wise up in my lifetime.
