"The president of the Detroit Federation of Teachers has instructed some teachers to stop writing lesson plans, stop grading students and to not attend parent-teacher conferences.
Keith Johnson said he took the stance in response to the district's refusal to pay fair wages to substitute teachers who are doing the work of certified teachers as a result of the district's teacher shortage. Robert Bobb, the district's emergency financial manager, admonished Johnson and the DFT. "You should only babysit in the classroom, you should not do any instruction -- that's what he's saying!" Bobb said." ... "I truly regret doing this because it is not in the best interest of children," Johnson said Monday. But, he added, "there's nothing in the collective bargaining agreement that says subs have to be responsible for grading, have to mark report cards or have to attend parent-teacher conferences."
