A question about unemployment and the extension

My sister is on unemployment benefits and this is her last week of normal (26 weeks) benefits. If the extension is not passed are he benefits over? I told her I thought that would be the case but want to be sure that is the case.

1. Based on how things were in the past, this is my understanding:

the deadline to apply for a new tier is Nov 30th, and that is the deadline that was not extended by Congress. If she applies for the new tier (it is usually done automatically I think) before that date, then the new tier will go ahead, but when that tier expires, then no new tiers.

2. I wonder if her ap will go through then

She should run out this week and apply next week. That could give her a break and 13 more weeks.
