In a new position paper approved by its lead negotiator in Ireland, Ajai Chopra, the IMF has also advocated a gradual reduction in dole payments, a drop in the minimum wage as well as more resources for FAS.
The IMF said that European governments must look at ways to attract second-earners to join the labour force.
"In many euro area countries, employment participation is particularly low for females, older workers, and the young," the IMF said.

The Government's four-year plan is also expected to include measures to drive down costs to businesses. The plan is looking at ways to reduce costs of electricity, waste disposal, broadband and legal fees.
