All poverty relief should be graduated.

"If you are earning less than $20 we give you $5" is a stupid form of poverty relief.

"If you are earning less than $15 we give you $5, and if you are earning between $15 and $25 we give you $(25-x)/2" is a sensible form of poverty relief.

Any program aimed at helping the poor should have its upper end scaled out, not a cut-off. Earning an extra $1 a year before taxes, benefits etc should always leave you better off than not doing so.

2. well when you are recieving assistance and they just cut you off after you reach not living in a
cardboard box status... it's a cycle. they cut you right off and then you can't afford to get by and end up back on your ass again. bob applied for heap (after he was told last year to make sure he applies EVERY YEAR because we hadn't applied for a couple years because we didn't need it) and the lady was a jerk. we own our house. apparently we shouldn't be getting help with our heating bill if we own our home. but you told us to apply EVERY YEAR!! and just because we own our home doesn't mean we are rolling in the dough. $40k for a family of 5. we may be in better shape than others but we are still struggling.
