William Hague, the Foreign Secretary, will tell the House of Commons this week that the aid worker was tragically killed by her would-be rescuers but that the blame for her death must lie with her kidnappers.
Mr Hague will also say that the US military co-operated in a full and open investigation, which was overseen by two senior British officers, one of whom was a senior SAS commander.
The Foreign Secretary will state, however, that the member of the US Navy's Seal Team 6 who threw the grenade did not admit to being responsible for Miss Norgrove's death until he was confronted with video footage of the incident.
The British Government will not be able to view the full details of the US report until 24 hours before Mr Hague reveals its finding to the Commons on either Wednesday or Thursday.
However, senior UK military officers and diplomats have been briefed on the report's conclusions.
