Evidently the government likes sitting around talking shit on our friends, making fun of Kim Jong-Il for having epilepsy, coveting Qaddafi's nurse, and has a major crush on Vladimir Putin because he's an alpha male.

Profiles about leaders' states of mind or lack thereof, habits, security preferences and so on are the sorts of things state departments probably find useful for a variety of reasons.

Having read the Qadaffi memo, "coveting" his nurse doesn't appear in it at all anyway.
