Yes it could. Who was the genius who reached that conclusion?
But "could" does not mean "wants".

2. This is one of the real problems with the Wikileaks, as far as I'm concerned
You have to take the good (ie, the stuff people are just dying to use to embarrass the US, which is the point of Wikileaks in the first place) with the bad (ie, inconvenient stuff that is adamantly claimed to be 'bullshit' by people who have no fucking idea what they're talking about). As soon as something 'bad' comes out, it's either false or blown out of proportion.

I'm content to leave foreign service to people trained in foreign service.
