MOSCOW — President Dmitri A. Medvedev, expressing continued wariness over the prospect of military cooperation with his country’s former cold war adversaries, warned on Tuesday that a failure by Russia and the West to reach an agreement on missile defense could provoke a new arms race.

The remarks, delivered in the annual state of the nation address, came just weeks after Mr. Medvedev signaled his country’s readiness to begin cooperating with NATO on the development of a European missile defense network.

“The following alternatives await us in the next 10 years,” Mr. Medvedev told an audience of Russia’s top leaders gathered at the Kremlin. “Either we reach an agreement on missile defense and create a joint mechanism for cooperation or, if we do not succeed in entering into a constructive understanding, there will begin a new arms race.”

In the absence of cooperation, he said, Russia would be prepared to deploy “new means of attack.”

1. This needs to be pinned
directly on Kyl's ass so everyone will know he started the new arms race. Which in turn will skyrocket the defense budget out of control. Fiscally responsible - NOT!

2. Republican myopia
The myopia of certain Republicans is astounding. How can they oppose the New START treaty when it has been endorsed by Congressional experts in both parties, former Secretaries of State and National Security Advisors of presidents from both parties, and even most former commanders of the Strategic Air Command and US Strategic Command (i.e., the generals and admirals in charge of implementing the US plan for nuclear war)? (This is a rhetorical question.)

Setting aside their non sequitur arguments about missile defense or nuclear surety, they should look at this as a simple numbers game. Most Russian and American nuclear weapons are targeted against the other side’s weapons in a strategy known as “counterforce targeting.” When one side decommissions nuclear weapons, the other side has fewer targets to cover and can therefore shrink its own arsenal. Fewer weapons mean fewer targets, and fewer targets mean fewer weapons. There’s no net loss on national security.
