10. Calling this a "filibuster" is a stretch; he's making a long speech

But in most circumstances, a Senator who has the floor can keep it as long as he stays up there and stays talking. "Filibuster" as the term is usually used today means the minority party refuses to vote to end debate, so that legislation can't be brought to the floor for consideration. It's actually only vaguely related to the Strom Thurmond "stand up and talk for as long as possible" stunt.
