Although the threat of a filibuster — speaking until debate is cut off by a vote of 60 — looms large in the Senate, it’s rarely implemented. In fact, because Sanders’s speech is not actually preventing a vote or any other Senate business, it is not technically a filibuster.

His speech, whenever it ends, will likely be for naught, as the Senate votes on cloture Monday to cut off debate and move toward passage of the tax compromise.
