Wikileaks may indeed have "released" a version, but there would be no reason for State to get a copy from Wikileaks. I don't know what was on the pulled State webpage: I suppose it's possible that the accusation State was reposting from Wikileaks might have spooked somebody at State enough that they pulled the page until they could doublecheck
