Is viewing and republishing documents from WikiLeaks illegal, or isn't it? Apparently not even the US State Department knows.

America's top diplomatic agency republished a document leaked by the secrets outlet, which the site revealed today via Twitter.

"State department republishes Wikileaks' doc," they wrote on their Twitter page. "Will they now try to sue themselves?"

The document (.pdf) http://fpc.state.gov/documents/organization/116764.pdf is a congressional report on US trade policy in the Caribbean. The report was published in January 2009 and was released by WikiLeaks on February 2, 2009, along with 6,780 other congressional reports.

It seems to be an easily available and regularly updated CRS reference work, many versions of which have been released to the public over the years

So ....

(1) Zero credit to wikileaks for breathlessly "releasing" this to us
(2) Zero credit to rawstory for breathlessly finding an available copy and spewing stupidly about it

4. That's extremely unlikely. The document appears to be a regularly-updated

CRS report, which Congress routinely releases. And State seems to post copies on its website regularly. Wikileaks may indeed have "released" a version, but there would be no reason for State to get a copy from Wikileaks. I don't know what was on the pulled State webpage: I suppose it's possible that the accusation State was reposting from Wikileaks might have spooked somebody at State enough that they pulled the page until they could doublecheck
