Is there a rule of thumb when cutting elastic for waist band?

Is there a rule of thumb when cutting elastic for waist band?
I've heard waist measurement + 1 inch and also waist measurement - 1 inch.

I have some Capris that have become too loose in the waist. Alas, I don't believe it's weight loss causing this; I think the elastic is getting old and loose.

1. It depends...
on how tight you want them to fit and how much fabric there is that will be drawn up once the elastic is in....best way is to put in the elastic without cutting it to size. The end you use to thread thru the casing you will safety pin to the long uncut end....try them and move the safety pin to where it feels comfortable. You will need at least a half inch overlap for sewing the ends together (I use about an inch since it is easier to hold on to when using the sewing machine to sew the ends together)...if you use the sewing machine, use a zigzag stitch on each cut edge.
