1. Sometimes you have to nudge people a little for feedback.
I do it as part of my shipping confirmation e-mail - I basically say "I've left you positive feedback for your quick payment, and hope you will do the same for me when your package arrives." I don't pester for feedback beyond that, but I feel that it does help to add a reminder note to an invoice or confirmation e-mail that you're sending anyway.

It's frustrating when people just absolutely leave no feedback, though, especially if you're conscientious about always doing so.

2. I used to do that
but was very disappointed in the number who left feedback. Now I don't leave feedback until the buyer does. I put in my confirmation email "Please post feedback so that I will know that the item arrived safely, and I will post feedback for you." I don't know that I'm getting higher feedbacks, but at least I have the satisfaction of knowing I'm not wasting my time on people who won't bother to return feedback.

3. That's a good way of putting it too.
I tend to use my own feedback as a way of keeping track of what I've put in the mail or what orders I've already processed, and what still needs to be done. So it's an internal accounting system for me as much as it is an info exchange.
